Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
Under the direct supervision of the Head of the Field Coordination Unit in OCHA Mozambique – Pemba, the Community Field Assistant will be responsible for supporting the overall humanitarian coordination at the district level – liaising with humanitarian agencies, district authorities, as well as other actors across areas of operation – to ensure effective delivery of humanitarian assistance.
In particular, the Community Field Assistant will be supporting community engagement and accountability, regular monitoring of the humanitarian situation in Palma and Mocimboa da Praia districts, and escalating to the Head of Field Coordination, any new trends and changes in the context, for further action.
Duties and Responsibilities

Humanitarian Coordination:
Substantial assistance in the implementation of inclusive, field-level coordination mechanisms through regular liaison with district authorities, UN operational agencies, local and international NGOs, including development and peacebuilding partners.
Support to district authorities in organizing and facilitating monthly coordination meetings in Mocimboa da Praia and Palma districts.
Participate in district-level cluster and government meetings, consultations with other partners on humanitarian related matters, and share meetings records with OCHA Pemba.
Regular engagement with local civil society organizations (CSOs) and local community-based organizations (CBOs) and support localizing coordination and response
Assessment And Monitoring:
Organize regular monitoring visits to IDP sites, return sites, and host communities in Mocimboa da Praia and Palma districts.
Regular monitoring and analysis of changes to the humanitarian context, including new displacements, and other relevant factors affecting the overall humanitarian situation.
Organize locally led rapid needs assessments, when displacements occur, and timely draft assessment reports, flagging any emerging issues.
Information Management And Reporting:
Regular drafting and submission of humanitarian situation at the district level.
Support with drafting written products including meeting minutes, district profiles, talking points, snapshots, and weekly or daily situation reports.
Support data collection and analysis on humanitarian operational and physical presence in Mocimboa and Palma districts.
Impact Of Results:
Full support for the overall humanitarian coordination, emergency preparedness and response in Mozambique through enhanced operational coordination in Mocimboa da Praia and Palma districts identified under the 2025 HNRP.

A secondary certificate in combination with two additional qualifying years of working experience in the Northern districts of Cabo Delgado, is required.
Qualificação e Habilidades da oferta
Minimum 2 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management and/or coordination.
The overall professional experience must include at least 1 year of field experience based in crisis-affected context and/or involving inter-agency coordination in natural disasters and/or conflict emergencies.
Experience working in the UN system and/or local and international NGOs are desirable.
Proven abilities in data collection, compilation and analysis with excellent report writing skills and effective oral communication.
Proficiency in MS office suite.
Proven skills in facilitating meetings.
Language
Fluency in written and spoken English and Portuguese are required.
Knowledge of local languages such as Kiswahili, Makonde, Mwani and Makua is highly desirable.
This is a National Service Contract position. Only Mozambican Nationals are eligible to apply.
