The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
The Country Programme of Cooperation between the Government of Mozambique and UNICEF (CPD) for 2022-2026 aims to support Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action. It derives from the United Nations Sustainable Development Cooperation Framework (UNSDCF), 2022–2026 and aligns with the Government Five-Year Plan 2020–2024, the National Development Strategy 2015–2035 and relevant sector policies and programmes.
The Education Specialist (Emergencies), P-3 level position will support UNICEF’s programme in Cabo Delgado. Cabo Delgado Province, the northern-most in Mozambique, is one of the least developed in the country, with 78 percent of households considered poor. Increased security incidents since 2017 resulted in large population displacements and humanitarian needs. Climatic shocks and the socio-economic consequences of the COVID19 pandemic have further deteriorated the situation. As a result, Cabo Delgado has significant deprivations affecting the lives of children, with alarming rates of stunting, illiteracy, and child marriage. According to the International Organization for Migration (IOM), as of June 2022,an estimated 869,60 internally displaced persons (IDPs) were identified in the province.
Since 2017, over 220 schools were affected by the conflict, either damaged or destroyed. The limited and already fragile public services available prior to the conflict are struggling under the weight of the influx of displaced persons. School classrooms are coping with additional students with various language abilities. UNICEF is working with government officials to support humanitarian and development programmes in the province and is transitioning from short-term humanitarian programmes which address acute need to a more sustainable and integrated community-based approach that looks to provide a broad spectrum of services to communities that have significant deprivations, while also hosting a large number of IDPs which is exacerbating limited services.

How can you make a difference?
A challenging and exciting opportunity has arisen within UNICEF Mozambique’s Pemba Field Office for a passionate and committed Education Specialist (Emergencies), P-3 level (Open to non-Mozambican nationals).
Under the guidance and general supervision of the Chief of Field Office (P5) and working closely with the Chief Education (P5) on technical aspects of the role, the Education Specialist (Emergencies) P3 level supports the development and preparation of the Education (or a sector of) programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.
The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

An advanced university degree (Masters or higher) in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.

Support the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF’s strategic policy, advocacy, intervention and development efforts on education programmes.
Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery.
Participate in strategic programme discussion on the planning of education programmes. Formulate, design and prepare programme proposals for the sector, ensuring alignment with UNICEF’s Strategic Plan
Habilidades de linguagem
Fluency in English is required. Knowledge of Portuguese is important, another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
