Key Responsibilities:
Team Management
Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.
Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on Program progress and learning for improvement.
Ensure that staff Annual Performance Plans, Mid-Year Performance Reviews, Annual Performance Reviews, and Learning and Development plans are completed to a high standard and on time.
Work with direct reports to develop and implement personal capacity building plans, identifying specific capacity gaps and appropriate development opportunities; provide coaching to direct reports to enhance their capacity.
Ensure every staff has a clear work plan based on the monthly targets and that activities are planned in a coordinated fashion, preventing duplication. Take corrective action when staff are failing to achieve targets;
Ensure that technical information and guidance relevant to the project is shared with staff, government and CSO partners.
Project Planning and Implementation
Participate in the development of provincial workplans under the leadership of the GF Technical Manager and based on the overall WV project proposal and targets;
Closely monitor progress toward project results and manage response to challenges in achieving results, including the linkages between communities, Community Health Workers and health facilities;
Work closely with Capacity Building Coordinator and district trainers in developing weekly work plans, activity supervision, community capacity building and quality control;
With project staff, lead quarterly and monthly reviews of district plans, setting targets for each month.

Project Planning and Implementation

With project staff, lead quarterly and monthly reviews of district plans, setting targets for each month;
Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed.


Monitoring and Evaluation

Oversee the implementation of planned activities to ensure targets are achieved:

Conduct monitoring visits to project sites to assess and ensure progress against targets and provide coaching and direction to activities in areas where improvements are needed to ensure high quality and efficient implementation.
Financial Management
Ensure sound financial management within the province:

Ensure that financial standards are met in all financial tasks within the province, including closing all advances within the necessary timeframe, and ensuring documentation contains all the requirements as per financial standards;
Contribute towards preparation of audit responses and take follow up action to ensure audit issues are addressed.
Reporting

Ensure rapid and clear flow of information, and that project reporting standards are adhered to:

Prepare and submit activity reports monthly and quarterly;
Prepare and submit reports to local government as requested;
Ensure that there is a good flow of information between the districts and the Provincial Team, such that issues are identified and reported on before they become difficult to manage;
Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.
Internal and External Relations
Represent the GF Malaria Project internally to other WV departments and externally within the province to ensure positive relationships are built;
Represent the project at the provincial level with all relevant government authorities and liaise with other organizations present in the province to identify integration opportunities and conduct joint planning to avoid duplication;
Host and manage visits from host government, Support Office, National Office and donor as required General;
Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others;

Based in provincial offices, with travel to the project districts up to 35% of the time

Master’s Degree in a relevant subject e.g. Development, Management, Health.

Conceptual understanding of, and commitment to, development work among the poor
Strong understanding of community engagement processes and community dynamics.
5-7 years relevant experience in community health interventions.
Solid knowledge and experience in public health programming and Behavior Change Communication
Skills/Abilities
Strong planning and organizational skills
Ability in written and spoken English and Portuguese
Ability to build and manage a team to ensure high levels of performance
Ability to provide coaching, direction and ongoing support to team members, guiding them for improved performance.
Strong critical and analytical thinking skills, looking to find ways to improve project performance.
Computer skills in Microsoft Word, PowerPoint and Excel
