International Development Enterprises (iDE) is a global development organization that advances market-based approaches in agriculture; access to finance; and water, sanitation, and hygiene (WASH) to create income and livelihood opportunities for economically and socially disadvantaged households. With offices in 12 countries around the world, iDE began operations in Mozambique in January 2010 to improve the income and livelihood opportunities of the rural poor. iDE Mozambique uses integrated value chain development and local economic development approaches to implement initiatives that increase productivity, income, and prosperity for the rural communities we serve.

THE OPPORTUNITY
iDE is seeking applications from qualified candidates for a Monitoring, Evaluation, Research and Learning (MERL) and Gender Equity and Social Inclusion (GESI) Manager (MGM) to ensure that iDE Mozambique’s programs objectives are met and to lead the iDE Mozambique GESI strategy. In the short term, the MGM will play a crucial role in the USAID Resilient Coastal Communities (RCC) project. This project will improve resilience and healthy ecosystems for coastal communities in Zambezia, Nampula, and Cabo Delgado. Particular areas of focus include: (1) Conserve coastal and marine ecosystems to support improved climate resilience, fisheries management, food security, sustainable livelihoods, and the conservation of high biodiversity areas. (2) Expand diversified, equitable economic growth in the face of climate change to create real, significant employment and livelihood opportunities, particularly for youth and women, to benefit the entire community. (3) Support youth, as leaders and change agents, to collaborate with government, civil society, and the private sector to sustainably manage natural resources and more equitably adapt, mitigate, and respond to shocks and stresses.

Requirements
KEY RESPONSIBILITIES
1. MONITORING, EVALUATION AND RESEARCH:

Lead the design and implementation of iDE Mozambique’s strategy and planning for monitoring, evaluation, and program learning in line with donor policies and frameworks. This includes developing indicators and data collection tools, setting targets, monitoring progress, ensuring timely data collection, monitoring the quality and completeness of data sets, and preparing reports to the CoP/DCoP, donors and the institutional E&A unit as per the project mandate.
Develop and oversee a Collaborating, Learning, and Adapting (CLA) plan that outlines activities to engage stakeholders, identify and fill knowledge gaps, promote adaptive management, and share and apply new knowledge.
Lead on the implementation of the Market System Resilience Index with support from Global E&A and iDE Mozambique MERL team.
Manage and coordinate iDE and consortium partners’s MEL team/representatives and their respective outputs and program data submission. Build the capacity of various stakeholders in the collection, utilization, and dissemination of data.
Assure quality of MEL plans & activities of subgrantees to enable successful implementation of project MEL plan.
Facilitate coordination and collaboration across MERL, technical, and finance teams.
Report on Monitoring and Results Measurement (on impact/outcome level), Key Performance Indicators (KPI), and Management Dashboards of the assigned projects regularly.
Directly supervise the RCC and projects MERL teams to ensure the timely execution of RCC’s Monitoring and Results Measurement (MRM) Plans in compliance with DCED Standards.
Lead the development of impact evaluation of RCC and other project interventions, and design surveys or other instruments that will produce data for management decision-making.
Work with intervention leads and field teams to review and revise results chains, indicators, and results in measurement plans.
In collaboration with intervention leads and programs, develop frameworks to measure market constraints and systemic changes due to RCC interventions.
Lead capacity building of the RCC program team in study design, tool development, data collection, data collection supervision, data analysis, data quality control, data quality audits, and reporting.
2. GENDER AND SOCIAL INCLUSION

Develop iDE Mozambique Country GESI Strategy in partnership with the Regional GESI Coordinator.
Develop/identify tools to apply in the implementation of the GESI Strategy.
Integrate GESI transformative innovations that consider gender and social inclusion best practices in proposal writing, program planning, assessment, implementation, evidence, and analytics.
Support the creation of GESI-related theories of change (ToC) for relevant project proposals.
Develop feedback mechanisms between projects and the GESI unit.
Provide training to staff members on GESI topics identified as key areas of need for professional development.
Support MERL staff to develop indicators to measure progress and impact in the application of the GESI strategy.
Guide the review or chart the new direction of GESI initiatives at the project level.
Work with iDE entrepreneurship global platforms and local partners (as required) to contribute to the design and adaptation of gender and inclusion-sensitive and culturally tailored entrepreneurship training programs (supporting needs assessments, translation of materials, etc.).
Co-deliver the localized SHE Incubator Training of Trainers Program.
3. LEARNING, REPORTING & DOCUMENTATION

Lead after-action reviews, pause and reflect sessions for internal learning and adaptation of programming.
Guide the documentation of lessons learned across the team to ensure systematic capture for usage in the implementation.
Ensure a thorough documentation process for capturing valuable lessons learned and challenges encountered in GESI initiatives, fostering a culture of continuous improvement and knowledge sharing across the organization.
Develop and implement comprehensive training programs on relevant GESI topics for iDE staff at the country level, aiming to enhance their understanding and application of GESI principles in their work.
Implement and enforce necessary policies and procedures to guarantee adherence to GESI practices by all staff, providing clear guidance and accountability to enhance organizational effectiveness.
Actively participate in global GESI learning spaces to exchange insights, share best practices, and integrate new ideas into our initiatives.
4. OTHER RESPONSIBILITIES

Maintain close contact and communication with the Programs and Impact Director, and RCC CoP and DCoP, institutional support team, and implementing partners to support project planning, strategy formulation, and quality implementation.
Serve as the technical liaison with the HQ MERL team
Maintain the use of online platforms for sharing reports, documents, and data.
Represent iDE at external events and meetings as agreed with the supervisor.
Undertake any additional tasks according to the individual’s workload and skill set, such as meetings, training, and evaluations.
Write case stories to supplement the justification of the proposed strategies.

Requisitos do funcionário

Masters Degree in Economics, Business, Statistics, Social Sciences, Development Studies, Gender Studies, Sociology or other relevant disciplines.

Qualificação e Habilidades da oferta

Minimum 5 years of experience in Monitoring and Results Measurement/ M&E in rural development projects
Clear understanding of USAID FtF indicators, data compliances, and DQA.
Demonstrated understanding of gender and social inclusion and related measurement strategies, and development programming and implementation.
At least 3 years working in the area of Women Empowerment & Youth Sustainable livelihoods projects.
Knowledge in M&E and gender mainstreaming and associated indicators and outcome areas with funded projects from various donors.
Experience in providing gender-focused training topics and/or supporting mentorship programs.
Experience working in project design teams for concept note and/or proposal writing is an added advantage.
The ability to use standard software for data management/analysis such as R; skills using STATA and other advanced software for data analysis and visualization will be an added advantage.
