Context
Under the overall supervision of the Head of Emergency Response and Recovery and the direct supervision of the Grants Programme Manager, the successful candidate will play a critical role in the development and implementation of the RRF in Mozambique. The candidate will need experience in humanitarian programming in one or more of the following areas: water sanitation, and hygiene (WASH), camp coordination and camp managemement (CCCM), shelter, health, mental health and psychosocial support (MHPSS) or protection. Additionally,they will have experience working with small- and medium- sized local and national actors, such as non-governmental organistations (NGOs), civil society organisations (CSOs), community based organisations (CBOs), community/youth/women’s groups, and experience in the mentorship and capacity building of these groups. Experience in the area of grants management and people management is also desirable
Responsibilities
Provide support to the Grants Programme Manager in the overall coordination and implementation of emergency response activities under the RRF, specifically supporting the kick-off, development, oversight and finalization of all grants and partnerships.
Support the Grants Programme Manager to liaise with teams, units, and technical focal points, both internal and external, for the design, oversight and coordination of activities, as well as to inform proposals and project development.
Oversee five technical field assistants, including providing management, guidance and oversight to support them in their role of facilitating the work of local implementing partners receiving grants under the RRF.
Organize, supervise and support the capacity strengthening of local partners under the project, through trainings and capacity strengthening workshops to provide technical and operational guidance to partner organization’s, field staff, and IOM staff including the development of training materials, guidelines and project implementation support strategies.
Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements, including preparation of reports, briefs, presentations and overviews about the RRF.
Establish effective systems for tracking the progress of projects funded under the RRF, including supporting the Monitoring and Evaluation assistant in collecting and collating data.
Participate in relevant technical working groups, such as the IM working group, or needs, monitoring and analysis working group and provide inputs to relevant inter-agency documents.
Lead the coordination with local implementing partners in target areas, including through regular briefings, meetings, training and technical support, and sharing of relevant guidance documents, tools and standards to ensure a principled and coordinated response.
Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures
Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
Perform other related duties as required.

Master’s degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, or a related field from an accredited academic institution
University degree in the above fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience in humanitarian programming in one of the following areas: WASH, CCCM, shelter, health, protection, MHPSS.
Experience working in humanitarian and emergency response settings, with migrants, refugees, internally displaced persons, or other vulnerable groups.
Experience in capacity building and the provision of technical support.
Experience of managing small teams an advantage.
Experience of project management.
