Under the supervision of the Head of the Identity Management unit (IDM), working in close collaboration with other WFP units, WFP Country Office (CO) staff, Area Office (AO) staff, Cooperating Partners and local authorities, and in strict observance of the WFP Guide on the Protection of Personal Data and Privacy (2017), the incumbent will perform the following tasks:
Lead the beneficiary Identity Management process for the registration of affected population, ensuring coordination and synergies between all relevant units (namely IDM; Programme; RAM – Research, Assessment and Monitoring, Protection/Accountability to affected Population, and Gender; CBT – Cash Based Transfers and TEC).
Provide guidance, advice, and customized trainings to WFP staff and Cooperating Partners to ensure quality and consistency of the data collection.
Strengthen beneficiary verification, registration and list management processes including data collection, management, storage, transfer and erasure.
Participate/chair the technical registration working group and providing technical advice on registration for the purpose of delivering humanitarian assistance.
Supervise the IDM Data Analysts including oversee cleaning and analysis of the data collected, develop workplans and ensure deadlines are met.
In collaboration with Headquarters, Regional units, CO TEC, lead the roll out of new IDM systems, processes, and enhancements for improved IDM assurance.
Contribute to programme assessment tools to ensure IDM minimum principles are incorporated/complied with.
Support programmes in the development of communications with communities messages about the intervention, established targeting criteria and personal data usage.
Ensure understanding of and compliance with WFP’s Personal Data Protection Policy.
Support in the preparation of progress reports and proposals.
Support in the preparation and revision of IDM standard operating procedures.
Actively liaise with counterparts from the government, WFP, Cooperating Partners and other stakeholders to coordinate and resolve all issues related to identity management including verification and registration, data sharing agreements, Field Level Agreement annexes, privacy impact assessments, data privacy and protection.
Undertake field missions and duty travel as required.
Perform other related duties as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
3 to 5 years of relevant experience in the areas of data collection, data analysis, transfer management system, management of databases and in leading field assessments and beneficiary identity management approaches.
Experience of coordination with other UN agencies and government bodies.
Skills in supervising and managing teams in a dynamic environment.
Ability to problem solving and produce high quality outputs independently.
Ability to quickly grasp new technology, tools and processes and roll them out for enhanced assurance and efficiency.
