GIZ is recruiting (1) Senior Advisor Marine Protection and Management of Costal Zones – Policies & Multi-Stakeholder Processes (m/f) for Western Indian Ocean Governance Initiative (WIOGI) Programme based in Maputo, Mozambique

Core tasks
Strengthen the national capacity for the implementation of the National Blue Economy Strategy.
Offer policy advice to relevant government institution supporting the implementation of the National Blue Economy Strategy and other existing policies to promote an enabling environment for an inclusive and sustainable blue economy.
Advice and support the development of new and the implementation of existing policies and regulation (including topics such as Locally Managed Marine Areas, climate finance and biodiversity offsets)
Support the work of the Blue Economy Council (or similar entities) offering strategic advice to foster collaboration between ministries, businesses, and NGOs involved in the blue economy.
Monitor and support the development of informative and guiding materials, such as a blue economy policy on gender and youth, to raise awareness and promote an enabling environment for an inclusive and sustainable BE.
Main activities
Develop and coordinate capacity development for government institutions (e.g. ministries, ProAzul and others) to strengthen their capacity for the implementation of the National Blue Economy Strategy;
Offer policy and legal advice to strengthen the mechanisms for the establishment and management of various marine conservation and management tools.;
Manage consultancies and subcontracting to offer special expertise and tailor made support to government institution.;
Offer strategic advice and support the creation of necessary structures (e.g. secretariats, platforms or similar) to foster collaboration between government, businesses, and NGOs involved in the blue economy.;
Monitor the overall conservation landscape in Mozambique including policies, regulation and key stakeholders;
Regular report on developments and initiate exchange between team members to ensure linkages between all components.

Requisitos do funcionário

Advanced University degree (master’s degree or equivalent) in Environmental Science, Blue Economy, Natural Resource Management, Biodiversity Conservation, Sociology or other related fields
A first level university degree (bachelor’s degree) in the areas mentioned above, Political Science Public Administration or any other relevant field.
Qualificação e Habilidades da oferta
A minimum of 15 years of relevant international experience working in development cooperation, in the context of natural resources management, blue economy, coastal management, biodiversity and/or community-led coastal conservation.
A minimum of 10 years of experience in policy and legal advice to government intuitions in blue economy, conservation, natural resource management, biodiversity.
At least 5 years of experience in stakeholder engagement, managing and steering multi-stakeholder processes.
Specific professional experience, expertise & competencies
At least 10 years of professional experience in the blue economy sector in Mozambique including experience working in the public sector either on national or local
Excellent knowledge of the institutional landscape as well as the policy and legal framework of the blue economy sector in Mozambique.
At least 5 years track record in stakeholder engagement and management of multi-stakeholder processes.
Proven ability to plan and man
