Search for Common Ground’s (Search) mission is to transform the way individuals, organizations, and governments deal with conflict, away from adversarial approaches and towards collaborative solutions.

Under the Pontes de Paz | Daraja la Amani Project, Search for Common Ground (Search) and the International Organisation for Migration (IOM) are implementing a Northern Mozambique-Southern Tanzania Borderlands Project which is funded by the United Kingdom Foreign, Commonwealth and Development Office (FCDO), Conflict, Stability and Security Fund (CCSF) East Africa. This is a three-year project seeking to build cross-border communities’ resilience to instability in the border areas of Northern Mozambique and Southern Tanzania. The project is targeting borderlands communities of Mozambique; namely Palma and Mocimboa da Praia and Tanzania, namely Mtwara DC, Tandahimba and Newala districts.

Position Summary
The GESI Specialist will work within the strategic framework of Search’s Conflict Prevention Programme in Mozambique and Tanzania, support the design and implementation on strengthening national understanding and data on the advancement of international, regional and national commitments towards GESI.

He/she will further support other projects of the Tanzania – Mozambique country office in GESI related matters when needed.

Location: Maputo, Mozambique or Dar es Salaam, Tanzania

Duties and Responsibilities
Conduct an in-depth gender analysis of the economic, legal, political, and social situation and challenges in Mozambique and also conduct an in-depth sectoral gender analysis.
Provide technical support for staff and consultants working on GESI mainstreaming.
Implement the FCDO program Work Plan in alignment of the Country Programme on Mainstreaming GESI.
Support a process of reflective assessment and adjustment of programme implementation to ensure strategic flexibility:
Provide input into planning of new activities, including identification of new target related initiatives.
Prepare reporting needs related to the Programme.
Contribute to preparation of relevant training materials.
Contribute to knowledge management activities and documents related to GESI.
Provide support on establishing institutional partnerships and institutional capacity for mainstreaming GESI to the government:
Support the implementation of partnership agreements with Government of Mozambique/Tanzania.
Assist in developing training designs as per training needs assessments.
Ensure relevance of mainstreaming GESI through periodic reviews and adjustments.
Advise on implementation and monitoring of GESI capacity development in civil service through close collaboration with relevant government bodies.
Develop initial technical capacity on GESI in civil societies organizations, government ministries/ commissions through:
Take leadership in initiating Training of Trainers to key personnel in each government ministry or commission.
Develop and produce publication of country-specific training modules in local languages.
Conduct periodical review and adjustment of training methodology training modules.
Provide technical expertise, as part of the project Team, to mainstream GESI approaches into key consortium-wide organizational mechanisms, processes and procedures:
Review policy and procedures to mainstream conflict sensitivity.
Analyze organizational mandates to inform internal advocacy and familiarization.
Review related project-wide policy and procedures to ensure that conflict- sensitive principles are integrated and implemented.
Advise management on the introduction of conflict-sensitive systems and approaches within the programme management cycle, starting at the programme conception, design and appraisal process.
Establish organizational accountability measures for conflict-sensitive programming by:
Provide technical support to embed internal accountability mechanisms in agencies, programs and projects.
Support introduction of public accountability mechanisms in programme cycles.
Introduce GESI into corporate literature, language and communications, and strengthen external partnerships.
Collate lessons learned and facilitate wider institutional learning.
Build networks with INGOs, UN and external organizations that analyze local contexts to feed into regular context analysis and updates.
Strengthen partnership with organizations that could benefit from and contribute to building capacity in conflict-sensitive development approaches in Mozambique.
