A. Responsibilities

The Energy Transition Strategy (ETS) was approved in November 2023 by the Government of Mozambique (GoM).



The strategy aims to guide the development of Mozambique’s energy sector in a sustainable and equitable manner, supporting national economic growth and benefiting all Mozambicans. The ETS identifies four main pillars and 14 specific technical programs that need to be implemented to achieve the ETS objectives. These include providing energy access to all Mozambicans (compared to 52% in 2023), enabling access to clean cooking solutions, and developing the power grid based on renewable energy to drive green industrialization, thereby creating jobs and developing human capital.

Following the approval of the strategy, the GoM is now focusing on implementing the ETS programs to capitalize on the unique green energy development opportunities outlined in the strategy. These include hydropower, solar, and wind projects that fuel national growth. The implementation of the strategy will require qualified technical oversight and extensive coordination with relevant government institutions, as well as the private sector, international development partners, and other stakeholders. Currently, the Ministry of Mineral Resources and Energy (MIREME) team responsible for leading the ETS implementation lacks sufficient human resources and, in many cases, the technical expertise necessary to lead such a complex project.

To address the needs of the implementation, MIREME will establish a Delivery Unit (DU) within the National Energy Directorate (DNE), which will oversee the implementation of high-priority actions to achieve the ETS objectives, including policies, regulations, and projects. The DU will work in close coordination with focal points from GoM institutions that are part of the ETS implementation oversight committee.



The DU will be composed of a team of public sector professionals and consultants and advisors funded by different organizations and development partners, working full-time. The DU is financed by the Tony Blair Institute (TBI), the Belgian Development Agency (Enabel), and the GET.transform program, and reports to the National Energy Director (DNE).

In this context the programme Supporting Climate Policy and Energy Transition (PCTE) seeks to recruit a Technical Advisor on Energy Transition under Output 3 in collaboration with GET.transform, a European Programme, implemented by GIZ, in partnership with the Ministry of Mineral Resources and Energy (MIREME).

The role of the advisor is to support MIREME, the DNE, and its Delivery Unit in leading the energy transition process and implementing the pillars of the ETS, providing support for coordination, energy policy and strategy processes, and energy planning. Acting on behalf of MIREME, the Advisor plays a central role in ensuring the progress of the PCTE Program in Mozambique.

The Advisor will report to the PCTE program manager on day-to-day administrative matters and to the GET.transform Country Window Coordinator on implementation aspects. He/she will also regularly report to the Renewable Energy Directorate at MIREME. The Advisor will closely coordinate with other embedded specialists supporting Mozambique on Energy Transition issues and will also undertake any other activities assigned to him/her related to the Energy Transition.



In this context, the position holder fulfils the following main tasks – a detailed workplan will be formulated to meet specific ETS implementation needs:



B. Tasks

• Identify high-priority areas of the energy transition strategy to be supported by the Delivery Unit.

• Identify and prioritize policies most likely to achieve results in the key action areas. The policy interventions should be specific enough for an implementation roadmap to be developed.

• Translate policies into implementation roadmaps and viable planning to ensure the realization of policies, and ultimately, the priority action areas.

• Define delivery milestones, activities with budgets, timelines, and responsibilities.

• Develop monitoring mechanisms during the implementation of the roadmap to ensure deadlines are safely met.

• Oversee the technical work of each pillar, providing critical thinking and additional analysis.

• Ensure communication and collaboration between the pillars of the strategy.

• Facilitate technical communication between consultants and government focal points, as well as other institutions, development partners, the private sector, or civil society involved in the implementation of the strategy.

• Identify risks in the implementation of the strategy and propose mitigation actions.

• Provide periodic updates (weekly or monthly) to the DNE and PCTE/GET.transform on progress and challenges.

• Work closely with government focal points and international partners to implement activities according to the work plan.

• Participate in public consultations and workshops on energy regulation.

• Facilitate communication between GIZ and MIREME, supporting the implementation of GIZ project activities.

• Support the coordination of energy project implementation, ensuring alignment with national targets.

• Develop and analyse different options/scenarios to support decision-making.

• Engage with the GIZ finance and administration team to ensure appropriate procedures are followed.

• Provide administrative support, such as drafting letters for official communications, invitations, etc., and assist with logistical functions for the preparation of technical meetings, high-level events, etc.

• Plan, coordinate, and document meetings, workshops, seminars, and other project activities.

• Ensure that internal and external project communication is carried out in accordance with GET.transform requirements and standards, in coordination with the program’s communication team.

• Produce regular reports on the status of the energy sector and progress made in achieving the planned goals.

• Work collaboratively with other professionals in the Delivery Unit team, following the coordinator’s directions and performing tasks as requested by the coordinator.

• Coordinate with the Climate Finance Unit at the Ministry of Economy and Finance (MEF) to support the development of financing scenarios and climate finance mechanisms for ETS projects.

• Perform other tasks as requested by the supervisor.

University degree (Bachelor’s or Master’s) in Energy, Environmental Sciences, Engineering, Public Policy, or a related field.

Proven experience of at least three (3) years in energy transition matters, energy or environmental/climate policy, and strategy and implementation of programmes linked to energy/infrastructure or climate/environment.


Other knowledge, additional competences

Proven experience with Word, Excel, Power Point and Office programs or similar.
Knowledge and understanding of contract management.
Knowledge of climate finance mechanisms is an advantage.
Strong communication and negotiation skills.
Ability to work independently and in a team.
Proficiency in Portuguese and English, both written and spoken.
Competence in project management, with the ability to coordinate activities and meet deadlines.
Willingness to travel within Mozambique and internationally as required.
